Abstract

Cooperatives in State Detention Centers (Rumah Tahanan Negara/Rutan), operating under the umbrella of the Induk Koperasi Pemasyarakatan Indonesia (INKOPASINDO), constitute a strategic instrument within the correctional system oriented toward inmate development and social reintegration. In Rutan Class IIB Enrekang, the cooperative functions not only as an economic unit to fulfill internal needs but also as a medium for learning work ethics, responsibility, and honesty in line with the principles of restorative justice. However, limitations in regulation, governance, and conventional transaction systems pose significant challenges to the development of professional and sustainable prison cooperatives.

This study aims to analyze the existing conditions of the cooperative at Rutan Class IIB Enrekang, identify internal and external factors influencing its performance, and formulate cooperative business strategies that support self-reliance development and restorative justice values. The research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation studies. Data analysis is conducted using SWOT analysis.

The findings indicate that the cooperative at Rutan Class IIB Enrekang possesses strengths in the form of a stable internal market and institutional support, yet faces weaknesses related to managerial professionalism and financial transparency. The implementation of a non-cash payment system utilizing several banking debit card instruments represents a strategic step in modernizing cooperative transactions. Currently, Induk Koperasi Pemasyarakatan Indonesia (INKOPASINDO) at Rutan Kelas IIB Enrekang cooperates with Bank Rakyat Indonesia (BRI) through the BRIZI card system. The BRIZI swipe card is mandatory for all inmates, enabling families to transfer funds directly to each inmate’s registered card number. This mechanism enhances transparency, transaction traceability, financial accountability, and operational efficiency. Furthermore, the system remains open to future collaboration with other state-owned banks in accordance with the evolving business needs and expansion of INKOPASINDO’s business units, thereby ensuring institutional flexibility and sustainable financial governance. The implications of this study underscore the importance of prison cooperatives as instruments of inmate development and restorative justice, as well as the need for adaptive policy support to strengthen the governance of correctional cooperatives.
