Digital Leadership dan Kesiapan Organisasi Publik dalam Implementasi Sistem Pemerintahan Berbasis Elektronik

The implementation of the Electronic-Based Government System (SPBE) is a strategic agenda in Indonesia’s public sector digital transformation. However, the success of SPBE is not merely determined by the availability of technological infrastructure and digital applications, but also by leadership capacity and public organizational readiness in managing change. This article aims to examine the role of digital leadership and public organizational readiness in supporting SPBE implementation through a systematic literature review approach. Literature was collected from several academic databases, including Scopus, Web of Science, ScienceDirect, Taylor & Francis Online, SAGE Journals, SpringerLink, Emerald Insight, and Google Scholar. The article selection process followed the PRISMA 2020 principles through identification, screening, eligibility assessment, and inclusion stages. The data were analyzed using thematic analysis and narrative synthesis. The findings indicate that digital leadership plays a strategic role in developing digital vision, directing organizational change, strengthening collaboration, encouraging innovation, and ensuring that digital transformation remains oriented toward public value. Meanwhile, public organizational readiness serves as a critical prerequisite encompassing human resource readiness, business processes, organizational culture, technological infrastructure, data governance, budget support, and institutional commitment. This study emphasizes that SPBE is a socio-technical transformation process that requires alignment between leadership, organization, technology, and public value. Therefore, strengthening digital leadership and public organizational readiness is essential to promote effective, integrated, accountable, and service-oriented SPBE implementation.
