Abstract

Latar Belakang: Kematian maternal dan neonatal masih menjadi permasalahan kesehatan masyarakat yang kritis di Indonesia, dengan Angka Kematian Ibu (AKI) nasional mencapai 189 per 100.000 kelahiran hidup pada tahun 2023, jauh melampaui target Sustainable Development Goals (SDG) sebesar 70 per 100.000 kelahiran hidup. Deteksi dini faktor risiko melalui teknologi kesehatan digital menjadi strategi yang menjanjikan untuk menekan angka kematian maternal dan neonatal yang dapat dicegah. Tujuan: Penelitian ini bertujuan mengembangkan dan mengevaluasi Early Warning System (EWS) berbasis Android untuk deteksi dini risiko maternal dan neonatal di RSU Mitra Sejati, Medan. Metode: Desain Research and Development (R&D) dengan model ADDIE (Analysis, Design, Development, Implementation, dan Evaluation) digunakan dalam penelitian ini. Sebanyak 60 tenaga kesehatan yang terdiri dari bidan, perawat maternitas, dokter umum, dan dokter spesialis obstetri dan ginekologi berpartisipasi dalam penelitian periode September 2023–Agustus 2024. Instrumen penelitian meliputi System Usability Scale (SUS), lembar validasi ahli, kuesioner kepuasan pengguna, dan lembar observasi. Data dianalisis menggunakan statistik deskriptif, uji validitas dan reliabilitas, paired t-test, serta Wilcoxon signed-rank test dengan tingkat signifikansi p < 0,05. Hasil: Validasi ahli menghasilkan skor validitas konten sebesar 94,2% untuk konten klinis maternal dan 93,5% untuk desain sistem informasi. Skor SUS adalah 87,3 dengan kategori "Excellent." Akurasi sistem dalam deteksi risiko mencapai 92,6%. Waktu identifikasi risiko berkurang secara signifikan dari rerata 12,4 menit menjadi 3,7 menit setelah penggunaan aplikasi (p < 0,001). Kepuasan pengguna mencapai nilai rata-rata 4,52 dari 5,00 dengan kategori "Sangat Baik." Koefisien reliabilitas Cronbach's alpha adalah 0,891. Kesimpulan: EWS berbasis Android secara signifikan meningkatkan deteksi dini risiko maternal dan neonatal, mempercepat waktu identifikasi risiko, serta menunjukkan akurasi dan keterbacaan yang tinggi. Integrasi dengan Sistem Informasi Rumah Sakit (SIRS) dan program transformasi kesehatan nasional sangat direkomendasikan.
